If I ever break the law and have to flee Virginia, I'm headed to New Mexico. The Governor there seems to welcome fugitives from other states, and even provides them with taxpayer funded privleges.
New Mexico Secretary of State Rebecca Vigil-Giron says that New Mexicans welcome the revenue brought by fugitives fleeing their own state. "They chose Albuquerque; they're spending money," she said. "This is an opportunity for a little bit of money to be exchanged in the state."
If they get rid of the death penalty, I'm sold.

As an added incentive to those fugitives needing a homeland, the death penalty in new mexico is merely a gesture (unknown toward what) and need not be feared. I have lived in New Mexico all of my life and have worked for police departments and taught basic literacy to people in jail for most of my adult life. Conviction for forgery or insufficient funds charges will get you ten times the punishment that conviction for murder will and neither is viewed as heinous enough to be put to death for. The Terry Clark thing? That was the State granting his "make a wish" request. His hunger for raping and killing children was satiated and his life was almost complete, but confinement was causing him stress. He wanted to move on to the next thing so they let him. Citizens feel better with that murderous freak out of the mix, but the State as an entity was not angry with him and wasn't sending any sort of message to his peers. Another thing to remember is that the Patron system still rules New Mexico. Those who govern don't actually live in the State. They live above it and are rarely touched by the land bound inhabitants - hence their lack of concern.
