When Warner repeatedly said, as a candidate and as governor, that he would "not raise taxes," Virginians took him at his word. When Republican candidates for the state Senate and House declared during the 2003 campaigns that they were "opposed to increasing taxes," they were reelected. Perhaps this is why governors only get one term in Virginia.
I'm not too upset. The real scandal is that Warner is cleaning up the wreckage of the Gilmore Administration, yet another shining example of a Republican administration promising the citizens they could have their cake and eat it too.
