The Filipinos really gave a lot of incentive to the terrorists to take hostages, and now 6 more have been taken. I'm sure I'm not the first to suggest this, but I would take a two pronged approach to nip this in the bud. First, I would get rid of al-Jazeera. They have too long been a mouthpiece for the terrorists. Perhaps if they didn't get so much lovey dovey attention from al-Jazeera and ultimately the Western press outlets, they would have much less incentive to saw off people's heads on TV.
Second, every time a hostage is taken, that country should send 10,000 more troops to Iraq. (or at least some number). Basically, they need to make it so the terrorists are working against themselves. They want our troops gone, and countries like the Philippeans and Spain have been more than happy to meet their demands. We need to show them not only will we not offer concessions, but that we will do the opposite of what they want each time they take a hostage.
