Money that local jurisdictions needed for, oh, I don't know: ROADS, SCHOOLS, POLICE, FIRE DEPARTMENT PERSONNEL....
As to your point that Warner pushed through a large tax increase: the REPUBLICANS control both houses of government in Virgina. Not Warner. He WAS smart enough to build a consensus (ie governing by comprimise) that enabled the state to keep its AAA bond rating, as well as keep payments on our existing bond debt acceptable to the bondholders
Why is it that right wing assholes cant seem to grasp the bigger picture regarding finances? You can't cut taxes for ever, if you want to provide services for the public.
Warner has been a steady hand when we needed it. I'd vote for a person who knows how to comprimise and can look beyond sound-bite media any day, rather than support an asshole like James Gilmore and his short sighted ilk.

The car tax is kind of a red herring, but your facts are still wrong. The repeal of the car tax was funded by the states, meaning that local revenue was replaced with state funds. You can cry about roads and schools all you want, but the point is that the state paid the local governments the money they would have been getting from the car tax any way.
As for Republicans, I've given them plenty of criticism for helping implement Warner's diabolical plans.
And who says I want to provide services for the public? Surely there are plenty of wasteful pork that can be cut out of the state and local budgets. For starters, anything to do with arts or education.
