Montana's new harassment system.

For motorists wondering whether police are working on a quota system, an answer can be found in Montana.

A new policy requires state troopers to stop at least one vehicle an hour, whether the driver has done anything wrong or not. But the driver doesn't have to be ticketed, so police officials say it's not a quota system.

Isn't anyone in Montana aware that this is completely illegal? That probably cause is always required for a stop?

I wouldn't be so hasty to say that it's illegal. Police roadblocks and checkpoints are usually considered legal, as long as people are stopped systematically. (ie: every car, every 5th car, etc.)

You could make the argument that 1 car per hour is systematic and thus qualifies as a really porous road block.
