No conflict of interest here:
Under the contract terms, Redflex would receive 85 percent of all revenue generated each month, up to $4,500 from each intersection. Any more monthly revenues from a particular site would be split 50-50 between the vendor and the city.Red light cameras are about revenue, not safety. The easiest way to increase safety at traffic lights is to increase the yellow time. But that doesn't generate any revenue.Redflex, which was chosen by a city-appointed committee from among six companies proposals, also would be entitled to 20 percent of all late fees received for delinquent fines.

I received a red light ticket from Baltimore City in the mail a few years ago. The paper print photo that accompanied it as proof of the violation was perfect except for the block of data that appeared directly over and masked the signal light itself. I talked to my nephew, a Baltimore City cop, and he said that the red light company would successfully claim that the shutter only goes off if the light is red. I paid it ($75, no points), but now I wish I hadn't.
No moral to the story. Just saying.
