Washington D.C. Police Chief Charles Ramsey declared a crime emergency after a series of murders late last week.
Four people were slain in a five-hour period. . .authorities said. The killings do not appear to be related.Guns have been effectively banned in Washington D.C. since 1976.

How can there be gun crime in D.C.? It's against the law to own one. Well murder is against the law too, so go figure.
