Another dangerous criminal was caught in the act by Washington D.C.'s finest. The city may have one of the highest murder rates in the country, but that doesn't stop them from issuing $5 jaywalking tickets to the mortally injured.
Charles Atherton, a former secretary of the U.S. Commission on Fine Arts that advises the government on architecture and design in official Washington, was hit Thursday while crossing busy Connecticut Avenue. He died Saturday night at George Washington University Hospital.He's guaranteed not to re-offend.Although witnesses said he was badly injured and unresponsive at the scene, police issued him the ticket. His family found it with his belongings when they went to the hospital.

If someone comes out between two parked cars and gets hit by a man who is fully obeying the traffic laws that ticket may mean the difference between winning and losing a 20 million dollar lawsuit. The jaywalking ticket may not neccesarily show the officer as the enforcer type but one who wants to keep a law-abiding citizen out of legal turmoil.

Charles Manson is not on death row. His death sentence was commuted to Life when the death penalty was outlawed. When it came back around in 1976, there was no mechanism to convert his Life sentence back to death. It doesn't work that way.
