Virginia Senator George Allen has introduced a national CCW bill. There was already a similar bill in the House.
Allen must really be gunning for a lot of NRA support this election cycle. The bill's got a lot of restrictions, but it's better than nothing.
Posted by: bitstreamer at June 6, 2006 7:35 PMIt comes in at approximately 412 words. Amazing how compact a law can be when it's not trying for some kind of standard mischief legalese obfuscation.
Care to spill the beans on how you manage the Thomas bill query permalinks? (or am I speaking too soon? it's only been an hour and forty minutes)
Posted by: Standard Mischief at June 6, 2006 7:43 PMIt's a gift. Heheh.. Actually if you look at the URL, the Cxxx is the Congressional session, and the Sxxxx is the Senate bill number.
After you search a bill number, you just gotta click around until you find the link. I usually use the summary link.
It should be a permalink. Here's one I permalinked last year. http://www.ravnwood.com/archives/004736.php
Posted by: Ravenwood at June 6, 2006 8:02 PMInteresting: the title is "National standard for the carrying of certain concealed firearms by nonresidents", however I see nothing in the law preventing, say, a California resident from getting a Utah or Florida permit and using it in California, rather than fighting the may-but-probably-won't-issue bureaucracy.

Current reciprocity agreements between states usually specify whether or not the CCW holder must have a resident or non-resident permit. For instance some states will accept a resident permit but not a non-resident permit. Other states figure a permit is a permit and will accept it regardless. Still others (like Maryland) will not accept any permits from other states.
If it passes (and that's a BIG IF), it all depends on how the details pan out.
Posted by: Ravenwood at June 9, 2006 7:30 AMI'm a bit late to the discussion, but do I read this bill right? Would Maryland, where I live, have to allow CC for anyone with a proper CC permit from another state?
Too good to be true, I think. And I guess DC residents would still be out of luck since no handguns allowed at all. (Their criminals all use knives and clubs, of course.)
mikem: yea, that's exactly the interpertaion that I read. Get one out-of-state permit from anywhere, get to carry nationwide, as long as the state you want to carry issues any "may issue" permit at all.
And if anyone says "bbbbbbut what about state's rights?" I'd just come back with "well WTF is up with Amend-2 and Amend-14?"
If we count all the NRA given A's and B's, this ought to be a cakewalk, but I'm sure that this will never fly this year.
